or you can try using f604_lo or f611_lo. The high quality rucker park has the double lines but doesnt use a F file. but the _lo setting courts do. I havent checked but you can try it.

Select the Charge Semi-Circle, scale it (V gesture) by 5
then select the line of 3 vertices one at a time. So select the bottom 3, scale it, deselect, select the next 3, scale it, etc etc. you want to scale those by .2 to get them back to normal size
when you scale the entire circle select the two bottoms and move them 750 along the Z axis
