Maximum is the best graphics setting, or high if there is no maximum option. Turn up the resolution to the highest it can go or use the native resolution of your monitor. Turn anti-aliasing(AA or MSAA) up in your videocard control panel. Anisotropic is the best texture filter. Turn it up to it's maximum in your video card control panel. If gameplay is not smooth, lower the anti-aliasing setting, if it's still not smooth, turn anti-aliasing off and if it's still not smooth, lower the resolution. If your computer is really new, you should be running everything on it's highest setting.
