can i add rookies and sophomores teams in nba live 2003?

Yes, but you would need to create art for them. Otherwise, you could probably just use the 90s All-Stars art if it doesn't bother you too much. Please check out the Tutorials section for more information on creating custom teams.

actually a set of arts for those teams are ready.... we just havent released it yet...

There you go. One could always use the 90s All-Stars art as a placeholder in the meantime.
