Is there and Easier way to change dark skinned arms/chest...

...on not so dark players? whats the easiest program to use to make these changes..?

and also, can i replace arms/chest w/ other players? like say i wanted my created player or someone like steve nash to have chris andersens tattoos.. is there an editor to use to do that?
