Why dont my shorts wave

in my nba 2k9 why do my shorts way and also when i put it in ultra high it lags...

Edit: ok i found out my shorts didnt wave because i didnt play on ultra high... when i play on ultra high it lags a little bit but not for practice or blacktop

lower other settings....it might help
