Hi Guys. I need some help.
When I play the game it kind of jumps like frame by frame and not running smoothly. And I noticed that my CPU Usage on my win2k is 100%.
Can it be fixed?

Of course it's at 100%.
Games are intensive and are expected to take up your cpu cycles.
Your real problem may be that your system (cpu, graphics card) may be unable to handle the game smoothly.

Ur settings are 2 high for ur system spec, lower ur detail settings or upgrade ur graphics.
