Problem with signing of Free Agents

I play in Association and in the end of the year I waived some players and sign one rookie when I try to sign player from the free agents i get this

I have 12 players in the squad and enough money

how much are you paying your coaching and etc. staff?

btw go to the manager selection area click on salary cap

sorry but you are 22.71 million above the salary cap. You do not have enough money.
salary cap is 59.62 million
your team salary is 82.33
Hard cap limit is 91.44
hard cap of 91.44 less team salary of 82.33 is a hard cap room of 9.11 million
btw you are also maxed out on you coaching staff. so you can also only sign the worst of the coaches etc.

p.s. when you release a player you still pay his salary, even though he is not on your team, until someone else picks him up
