Is anyone planning to create a global editor for live2k4?

I've tried to download previous versions for Live2k3, but there seems to be no file available for download. Also checked the authors website to no avail. So, that begs the question. Are we going to see any global ratings adjustment tools for Live2k4? Please consider this project if you have expertise in this area. Thanks much.
