If you can't read from the disc, and you're sure it's not your fault (ie try on other computers to see if you get the same error) the disc is most likely defective.
Just return it for an exchange.
The reason why I say this is because I had a similar problem. My Disc 2 was defective. I would get up to 99%, and one of the last files to be copied was unreadable from the CD. I took my copy back to the store, and had them exchange it. This time, Disc 1 was a little off-center (my cdrw drive gave off a god-awful hum...) but Disc 2 was fine. Finally got the game installed.
Yes, Amazon allows you to return defective merchandise for exchange.
EA also handles this directly with customers, but I believe they charge something like $7.50.
