Here's the official story from the government through the CPSC:
Hazard: The boys' jacket has a retractable elastic drawstring at the waist with a toggle that could become snagged or caught in small spaces or doorways, which poses an entrapment hazard to children.

In February 1996, CPSC issued guidelines (pdf) about drawstrings in children’s upper outerwear. In 1997, those guidelines were incorporated into a voluntary standard. Then in July 2011, based on the guidelines and voluntary standard, CPSC issued a federal regulation.
Now before you get all smug about how you don't need a government agency to handle this type of stuff for you, you probably didn't even consider the emergency actions you needed to take if you had this jacket:
Remedy: Consumers should immediately remove the drawstring and return the jacket to Umbro for a full refund.
