Try making your legs stronger with weights...like, don't go for the power, ie leg pressing a ton or whatever...go more for tone to get rid of any fat. Plyometrics also help quite a bit.
Another way to improve your speed would be to run distances (say, 2 miles) and end on a 400 meter or so sprint; it'll help your endurance and help to naturally make your legs stronger.
Try doing a search on the internet, there's many simple things. I don't know what to do for lateral quickness, but I was my quickest (till knee injury

) doing those things...if your legs are toned and without fat, then it'll help them. Remember, very strong muscles also weigh more and slow you down....
