Just because similarly arbitrary techs have happened in the past doesn't make it right, or reasonable, or anything of that sort. And at any rate, has their been a tech as stupid as that? Ever? Even the first few weeks of the zero-tolerance policy was better than that. The only one that comes to mind is the one on Fisher a couple years back for punching the air in celebration after a teammate scored, but even there you could see what the referee thought was going on.
