How to install the FIBA patch?

I am new to this site an confused. I have NBA live 2007 and downloaded the 2 files for the 30 International teams. They were in RAR form so I extracted the files but there were no .exe files. Not sure what to do

1. If I have NBA 2007 am I able to install this patch and add 30 teams to the game?
2. How do I install the patch?
