Cities like New York, Los Angeles and Chicago are big cities and thus big markets whereas Sacramento is considered a smaller market. There really isn't a way to satisfy a player who isn't happy with the size of the market since once you pick a team, you've picked a city with its own market size. The only way a player could feel better about the market he's in is if he's traded.
The key is to keep a player happy in all other aspects. Generally speaking if a player is satisfied with his role, the team's success and the general chemistry of the team you shouldn't have to worry about how he feels about the market size. It's beyond your control, anyway.
