Throw the Roster file in your Save folder which is located in your My documents NBA LIVE folder.

i put my both my files in the nba live 07 folder adn saves and it still doesn't work what do i do ?

For WINDOWS XP users, this may be:
Documents and Settings\All Users\My Documents\NBA Live 07\saves
or
Documents and Settings\YourUserName\My Documents\NBA Live 07\saves

I havent added all missing players cause I dont got much time for that nowadays. But maybe soon when am lazy and unoccupied.

Ok, I've only downloaded the ones in your face pack... can you do a pack with all the other faces?

I've also noticed missing faces and portraits for a few other players... can't remember right now...

bro.. just a suggestion:

Try releasing them including the portraits and the CFs of all the rosters in your patch so it'll be a complete all in one download pack so members don't have to download another patch for CFs..
