what controls the numbers on the jersey's. there placement i mean?

You can't "control" it. You can only change their appearance.

that i found out is partly true. the reason i say that i is wanted to change a uniform from a jersey ad number that was basically at the neck to the more standard position. all i did was change to a that uses that position and replace the file with the higher position number to the standard one and it worked.
