i need to know the exact message that you are getting? And which was the last photomod that worked properly for you?
the first message that appears is in green letters and say this: "ENBSERIES V 0.075: GTA SAN ANDREAS boris_voront.narod.ru"
after that, in red letters, appears this 2 messages: "Having problems, low performance? by default it's configure for high-end videocards"
"read documentation and configure by yourself"

It's only a default message of ENB Series v0.075, it always appears and has nothing to do with your system.
I use a Zotac GTX480 AMP Edition @ 820/1640/2000, rendering a resolution of 3200x1800 @ 1920x1200 (a technique which is called downsampling, produces the same effect as Sparse Grid Supersampling/SGSSAA and is normally used for games that do not support any Anti-Aliasing mode) combined with 8xQ AA/16HQ AF I always have 60fps with Vsync and i'm still getting the same message when starting the game.

It's only a warning that it's configured for high performance gpu's and you have to reconfigure if your performance is getting to low.
ENB Series v0.075 is meanwhile quite old, hence it relates to periods with significantly weaker gpu's than current generation of video cards.
What really takes a lot of graphics performance with enb series is actually SSAO (Screen Space Ambient Occlusion), especially at high resolutions, however SSAO is not used by johndoe22's enb config and after my tests also had no visuell effect with NBA 2K11.
