How Do I Increase My Skill Level?

I have been playing live 08(ps3) online now for a few months. I currently have like 250 skill points, but I never see my skill level increase. How do I increase my skill level online? I see players with less skill points than myself, but they have higher skill level rankings. This is driving me crazy!! Someone please tell me the solution.
