I don't think there are any tools to create a brand new speech file that doesn't make use of any audio already in the game.

so what am i gonna do?

If it's impossible, there's not much you can do except forget about doing it.

Or if someone cud give me an overview on how it behaves or how do i retrieve, preview or insert newly created audio files. Or somewhat like a flow for audy06. i cud definitely create it..

btw. im a .net developer so i cud create applications like this as long as the logic is their..

I don't think Audy has been updated for NBA Live 08 as yet.
