Will Frame rate problem exist in Live 2004?

Hey Guys,
As much as excited I am for the release of Live 2004, there's still a potential problem that bothers me. We all know that Live 2003 has problem for frame rate, so it runs not 100% smooth no matter how good your computer is. Will that problem exist again in Live 2004? Of course, the question is for all the NBA Live PC version users : )
btw...is it true that PC version will delay til Nov. 4th?.
