ISP/Proxy help needed!

I'll try to make this short without going into detail.
Basically at another forum I post at, we're having issues with a certain member. Now he hasn't been banned, but he has been stirring up issues in a MMOG that I play. I am best friends with a head person for this game, and they have tried to ban him numerous times but he continues to come back. I assume he would do the same on our forums.
So, here is what is happening. Each time he comes to the forums, his ISP appears completely different. SBCglobal, Comcast, Bell, AOL, etc... it's always a different provider. I know you can use a proxy to change your IP, but will it show up as using a different provider too?
Sorry if this sounds confusing. We just dont know if he is proxying, or doing something else to make this appear.

Yeah , when you use proxies they will give you different ISP's for the IP's you choose from the proxy program...but I think there is a way to ban him for good. Let me ask the internet experts on another forum , see what they say.

Maybe he has an internet connection with dynamic IP, meaning he is given a different IP everytime he gets connected to the internet.
I don't think that solves the ISP thing, though.

True. Proxies do tend to change the ISP sometimes. I have a dynamic IP ISP, everytime I "log in" using the ISP program, my IP address changes, however, the ISP remains the same...or this guy could be accessing the web in different places...you know..today at the library, tomorrow the internet cafe, the next day his friend's house...anything could happen...then again, I doubt someone would go through all this hassle all just to log into a forum.

A proxy is just a server i.e. a computer sitting around somewhere. You channel your internet traffic through that computer to the rest of the internet, using its IP address rather than yours. Each of these computers uses a loca ISP to get internet access, so it's very likely that the member is using a proxy.
