Is it really any easier to make a vector in Illustrator?

Does anyone here know how to make a vector using Flash?

Flash is vector based. You can do whatever you do in Illustrator in Flash, except for some minor to major differences with the tools. Personally, I'd rather create vectors in Illustrator, and yes, it is easier.

This maybe a stupid question, but i never really used photoshop that much or did any photo editing for that matter and I was wondering how do i change the size if the image? I got a pic from sportsline that is 1179x768 and I want to make it 512x512 for a title screen, but it will not let me resize it to that. Also could someone make a template of the NBA Live 07 logo for title screens if it has not been done yet?

using the crop tool, you can pick out the part of the picture you want.

That was easy enough, thanks. It didn't turn out the clearest in game, but it looks pretty cool. Here is the pic i used to replace the title screen:
