I don't think Bang tried to imply that; I think he's trying to say that Bush could've made decisions that would've been beneficial for the economy, but instead made different decisions, whereas Clinton saw the potential for an economical boom and took advantage of that.

Bush has "gotten" America out of a recession. Clinton gets all the credit for the economy and Bush gets all the blame, but in reality both had little to no effect on it.
