NBA 2K13[PSP] 2K19 Total Conversion

I'm starting a project that I will definitely need help with and that is updating the PSP version of 2K13. There's already a previous texture mod out there but its unfinished so we'll build off of that It won't take much just a few texture mods and a roster update will do but I don't have the tools/know how to edit rosters and I'm trying to figure out how to load the textures I've created into the game. If any one out there wants to help me through this process I'll gladly accept your help!
