Definitely. When the conversion process is complete it should function just like any other 2K19 cyberface file would. Can make 3D edits in Blender, edits to textures in Photoshop/paint.NET/etc, and adjust values in the appearance_info.RDAT file like you would with a 2K19 mod.

Thanks guys! Yeah I am really hoping all of this can carry over going into 2K20 and that this can save a lot of time for those making rosters.

Been combining a few of the needed programs for cyberface conversion into one. Just completed the 2K19 Cyberface Conversion Kit. Now I need to do the same with a couple Blender addons that are also necessary.

Getting a player to look passable (standards may differ) in game is not too hard... But to really do it justice and get a good, clean conversion it will require at least some basic knowledge modding knowledge and experience in Blender - ideally an intermediate level of experience (though not required). *Correction - I deleted my last post ^ to avoid confusion - I am happy to be wrong in overestimating how difficult the conversion process will be. It turns out that it can be condensed quite a bit and my expectations of how close to perfect of a conversions can be achieved have been surpassed. Process is still the same but minus a couple tedious steps that were more dependent on the quality of edits that a person makes in Blender. I have created an application that is used step-by-step, as well as a blender addon package. I had the process nailed down but I am actually going to go back and remove some parts of the application.
Also, I am going to do my last bit of testing by re-converting and re-releasing the 2K18 Charles Barkley since it will be significantly better quality.

It will work for 2K17 models in the sense that it will shorten the process for them as well. However, I do not know if it will be possible to convert them without any blemish or trace of joining headshapes like it is 2K18 models since the geometry is not the same with 2K17 models as it is with 2K18 and 2K19 models.
