Honestly, it depends what you are looking for. Van Exel is one of the most talented PG/SG's I've ever seen. In a straight line in his prime, I'd say he almost as fast as Iverson. A guy who could pull up on a dime but also attack the basket and finish with contact (Over really good bigs). Van Exel was also a solid on the ball defender. Rice was a good all around scorer who operated a lot out of the high post (starting out back to the basket and either facing up or turning the corner), and obviously a knock down shooter.
I think it makes sense to have Van Exel in there ahead of Rice depending on team needs. With his though, he has Kevin Johnson, Jason Kidd and Sam Cassell on the bench... he needs RIce on that bench. So Rice makes more sense for HIS team I think.

And actually, if you want both of them in there, you could substitute Van Exel for Cassell. I prefer Van Exel in his prime over Cassell.

"All-Time Great" is arguably being a bit too generous, but he was a star in the 90s, so I'll take a run at...
Shawn Kemp
C: Arvydas Sabonis
F: Shawn Kemp
F: Scottie Pippen
G: Tracy McGrady
G: Gary Payton
Bench:
Grant Hill
Rasheed Wallace
Steve Smith
Rod Strickland
Horace Grant
Detlef Schrempf
Hersey Hawkins

Nice work with Schrempf and Strickland on here.

Had to pull up the player comparisons on Basketball Reference for a couple of them. Sam Perkins and Xavier McDaniel were also on the shortlist, but I didn't feel they belonged there ahead of the players who made the cut.

Honestly, it's hard for me to take a Horace Grant over a primed Xavier McDaniel. I grew up watching the X-Man, and not only was he a better scorer, but he was a solid defender/passer as well.

I went with Grant because of his longevity, but McDaniel is certainly a candidate.
