The Tutorials section would be the place to start.
Also, this is a fairly broad and vague question. Are you asking how to use mods, or create them? Knowing that will help other people point you in the direction. If you're looking to make them, what kind of mods are you looking at making? Without knowing the specifics, or being asked a specific question (eg "I'm trying to make a face update, but I don't understand this particular step"), it's tough for anyone to give advice and again, point you in the direction of the appropriate tutorial.
