I know this is going to be crazy, but there should be plans for more than 30 teams in the NBA. Plan:

East expansion teams:

Central division:
Cincinnati Royals (Cincinnati, OH) (create in 2016)
Pittsburgh Steel (Pittsburgh, PA) (create in 2026)

Southeast division:
Baltimore Bullets (Baltimore, MD) (create in 2027)
Nashville Lookouts (Nashville, TN) (create in 2017)

Atlantic division:
Providence Islanders (Providence, RI) (create in 2018)
Buffalo Braves (Buffalo, NY) (create in 2025)

West expansion teams:
Southwest division:
Saint Louis Spirits (Saint Louis, MO) (create in 2017)
Corpus Christi Texans (Corpus Christi, TX) (create in 2027)

Northwest division:
Kansas City Storm (Kansas City, MO) (create in 2016)
Omaha Nebraskans (Omaha, NE) (create in 2026)

Pacific division:
Las Vegas Gamblers (Las Vegas, NV) (create in 2025)
Seattle SuperSonics (Seattle, WA) (create in 2018)

Make it take time, not by relocation, but by expansion.

First coaches of the expansion teams:
Steve Kerr (Kansas City from Golden State) (2016-?)
Bo Rhicter (Cincinnati from Waukesha South HS) (2016-2018)
Sam Mitchell (Saint Louis from Minnesota) (2017-?)
Mike Woodson (Nashville from LA Clippers) (2017-2026)
Bo Rhicter (Seattle from Cincinnati) (2018-?)
Zeljko Obradovic (Providence from Fenerbache Ulker) (2018-?)
Lawrence Frank (Las Vegas from LA Clippers) (2025-?)
Ime Udoka (Buffalo from San Antonio) (2025-?)
Mike Woodson (Omaha from Nashville) (2026-?)

To me, Adam Silver is more flexible. He'll allow the NBA to expand.

As for the starting rosters, I'm not sure about the starting rosters.

I would include Vancouver Beavers as very possible next expansion team. It's just a superior place to the Fallout nuclear wasteland like places you listed above.

The league doesn't need more teams. I don't think it needs less teams, either. It's doing just fine with the current number. Also, considering the number of teams that joined the league during David Stern's tenure as commissioner, it's ridiculous to say that he was anti-expansion. He wanted to expand into Europe, for crying out loud.

And of course, we come to see what this thread was really about: yet another excuse to talk about your bizarre obsession with coaching changes and players becoming coaches. It's beyond tiresome at this point...take the hint.
