Ive seen some people on the park using faces or if its actual players like Kyrie Irving, James Harden, Kobe Bryant and just raping me and teammate on the park. how they do it 
Ive seen too using the mid school jersey like 1 had the Green Dragon jersey on? can you just rock every jersey in the game.
Then i wanna make a My Team with short shorts on since i saw a dude on gauntlet wearing them even with T Mac on the team i mean how?

They are using Cheat Engine.

This one i really need to know sorry im newb why the flying fucking fuck when i enter Road To Playoff it says always "your lineup does not meet the requirements of this game" WTF do i need to do

The first Road to the Playoff seeds have restrictions, you can't go in with an ultimate fantasy team. iirc you are restricted to 1 silver and the rest bronze for the first few seeds. It states the restrictions on the bottom left of the screen, I think.
You can buy/win retro team jerseys in MyTEAM that have short shorts. Look for the jerseys that are "historic" and show up on the various retro teams. So the 07-08 Rockets will have normal jerseys, 94 Rockets will have the kinda shorter shorts, and the 86 Celtics will have the tight ones.
You can earn your high school's jersey for MyPARK through an endorsement with Mitchell & Ness in MyCAREER
