Never bought a game on steam. I plan to get NBA 2k15 using it. Can I install it on 2 different PC's using the same account and serial number?

It depends. If the game requires a CD key like previous games, then no. If it has Steam integration, which it very well may have, then yeah.

If you have it on Steam you can login from every PC in the world to your Account and play your Games.

Yes. But you cannot play it at the same time.

Yes, once you activate the game with Steam it will be permanently added to you library and then you can just download and play it anywhere.
BUT you can't play it on two PCs at the exact same time.
And of course you will probably have to use 2K account ingame.
