A generic league split up over 3 rosters, 30 teams each, with varying skills of the players in each league. D1 has a lot of superstars, D2 has maybe one per team, and D3 is mostly nothing but 6th men and role players.

OK, so we are going to attempt a worldwide league of 3 divisions and 90 teams. Again, these teams will have players from the NBA today and in years past. So, legends & current players.

To start off I just went through and split the world up by 6 "continents" which I loosely followed to split the teams into divisions. After figuring out what teams will be in the mod, 5 from each division will be put into the 3 leagues, then I'll fantasy draft the pool of players I can create.

This just makes me think of an all time national teams mod. the top 30 teams to play in the olympics.

That would be the idea, but I was thinking of keeping it to 3 per country to keep it even.
But there is no reason not to do it with just cities. And no worries, there will be locations in the Philippines (there would be riots man....)

The concept reminds me of FIFA Street V2. You could merge this with your street mod! My suggestion is to include some players with common nationality in each team (for example Athens/Greece should have Spanoulis, Koufos, Tsakalidis, Fotsis, Rentzias etc. and maybe some guys who are part-Greek like Stojakovic, Nesterovic, Jaric, Kurt Rambis). It would just feel better if every team has some players that actually have the respective nationality. It would also be great if each city had jerseys that match its colors! Anyways, however you decide to do this, it is a very interesting project

How would the arena aspect work? Would it be outdoor arenas, or indoor?

indoor arenas, and I have a "smaller" arena idea I've been just waiting for a project like this to try out

Can you add Bahia Blanca, Argentina? It's not a big city or anything like that. But in terms of basket, It is the most important city in Argentina. Manu is from there, along with any other great player that didn't go to the NBA.
