I only get 20~26 FPS. I think I deserve to get more FPS with my specs.. Any suggestion how can I maximize my fps?

Turn down the AA. Get a better video card.

Turn off AA
Change textures to medium (don't worry the mods would still work)
Turn off depth of field
Turn crowd only to medium
Set anisotropic qulaity to 0

It went to 50+ fps.. Thanks.
About my videocard, should I upgrade my 1Gb videocard or change my GeForce 9400GT just to play the game smooth and have a high fps?

AA is a big one, turn that down and you'll get lots of fps back in every game.
If you're interested in discussing your card, 9400GT is not a great card. The memory is cheap so they cover up the lower end performance of the card with it. Getting something like a 8800GT 512MB would show better performance even though it's a three or four year old card and has less RAM simply because it's a more powerful base card.
For $150 you can get real some nice stuff that's way better than a 8800GT. Your CPU should be fine for a year or more for console ports.

Depends on your contentment with the game's looks and your budget.
If your budget permits, get a better videocard.

Ah I see. Actually, my vid card was included in the package when I bought my PC (actually its 512mb before, but I paid additional to pump it to 1GB). I thought 9400GT is better than 8800GT.

They're deceptive with the numbering. 9800 > 8800, but 8800 > 9400. It's the second number that matters. They're doing the same thing with the current lines, and ATI/AMD does the same.
First number = line.
Second number = class.
This isn't always 100% true, but generally is. Keep that in mind when you upgrade. But as always check out online for reviews, benchmarks and such.

Btw, I have 1 question.. Does my processor support any video cards, or it should compatible with a specific vid card that I will buy in the future.?

Processor is irrelevant, your motherboard is relevant. If you have PCI-Express 1x16 you should be fine for most any card. And since it's hard to buy anything else since then, you should be fine.

I asked someone I met on facebook selling videocards and other PC parts. I found this in his list
