150 watt power supply

I recently received a PCI videocard in the mail. It had a recommendation of 250 watts or higher. The problem is I only have a 150 watt output. Is this card still going to run or will it burn out my PC?

I have a Surge Protector also.

I seriously doubt if your pc is running on anything below a 250w. AMD Athlons and Pentium III's run on at least a 300w. Pentium 4's use at least a 400w.

I'm using Intel Celeron. I opened the PC earlier and it had 150w output. :|

It won't burn out you PC. It just might not work properly. I had this same problem so I upgraded to a 450w power supply and it runs just fine now. Power supplies are not that expensive anymore. You might wanna consider purchasing a more powerful one.
