Hi Everyone!
It's me again asking for some help,
Maybe it's a novice question, but I could not find what to adjust in the settings for association mode that would stop simulation of the trading and signing of other teams players.

allow CPU trades on/off
you cant stop the teams from signing free agents, however, you can control all 30 teams if you want to prevent certain moves from happening.
it's pretty easy to do it, you just control 1 team and sim everything else for all the others

But How can I control other teams when I want to edit their rosters like trading and releasing/signing players?

I do this all the time in Madden (yes, the 08' version, still rocks on my PC, thanks to a Madden community like this one), and I've thought of doing it in NBA 2K9, but it couldn't be done, so I ended up quitting my job, and sign up with a new team to control it, which made it a pain. I didn't know this was possible with 2K11 (haven't started my association, not until the patch arrives), but to know that this can be done it's awesome. Specially 'cause the trade logic sucks in this game.

start over, choose to control 30 teams
you cant change what teams you control after you start

When you start an association, the first things that window that comes up, the very top option says: # of player controlled teams
Select 30.
