Can someone tell how to update players hotspots?

It's all done in players.dbf. More information can be found here, in the NBA Live 08 Players.dbf Editing Guide. The Hot Spots fields are located at the end of the database (scrolling right), so you'll find the information on editing Hot Spots towards the end of the Editing Guide.

Where can I find T.Kinsey and V.Wafer hot spots? because I can't find them in NBA.com hot spots.

If they're not available in the 2008/2009 season data on NBA.com I'm not sure where else they would be. You might have to look back at 2007/2008 season data if it's still there.
