it may sound silly but where do u put all those files (rosters, speeches etc) ?

Rosters must be placed in the saves folder. That's found in your Documents folder, under NBA Live 08\saves. Rosters must be loaded from the Load/Save menu once installed and do not affect a Dynasty, Season or Playoffs already in progress.
Faces and most art files must be placed in the sgsm folder, which can be found within the main game folder. By default, that's C:\Program Files\EA Sports\NBA Live 08\sgsm.
With jersey patches, it depends what format they're in. If you have a bunch of .fsh files, they go directly in the sgsm folder (see above). Otherwise if they're in .viv format, they need to be placed in the uniforms folder within sgsm (by default, C:\Program Files\EA Sports\NBA Live 08\sgsm\uniforms). Note that some jerseys may require you to edit the teamgear.dbf file from a saved roster to add them to the game, but such patches will usually contain instructions for that.
If a jersey patch contains a .big file, that is the jersey preview and it must always go directly in the sgsm folder, regardless of whether the other jersey files are in .fsh or .viv format.
Some patches may include installation .exe files which (should) place all the files in the correct place automatically. Other patches may include batch (.bat) files that perform required tasks to properly install the patches. In most cases there'll be a readme file with instructions on what to do in those circumstances.
Finally, there are no speech updates for NBA Live 08 so there's no procedure to worry about there.

thanks but when I load 09/10 rosters and start dynasty mode I have old 07 rosters. What am I missing or doing wrong ?

Turn the 2007 draft off in the dynasty setting before you start your dynasty

So long as you've got the rosters loaded and the 2007 Draft option off, you should be able to start a Dynasty game with a custom roster. Unless you're using the Fantasy Draft option and that happens to revert the roster back to the default as well, I can't think why else that would be happening.
