How to apply this effect to textures?

NVIDIA DDS and Normal Map Plugin for Photoshop.

It will take some trial and error with the normal map plugin, but once you get it to look enough like the original, you should actually combine the original green normal map and your new generated one, otherwise you will be missing alot of detail because it appears that 2K generated these normal maps from a high resolution model that does not come with the game.

can you please elaborate? I have the nvidia plugins but i dont know which settings to choose

I'm no expert. Try different settings and experiment. What I would do is study the original 2K9 images and try to make your custom image look similar.
