Your questions are pretty basic. You could find the answers on your own if you read a little more about the game instead of asking for the answer to be handed to you. That is why no one has responded.

I have two problems, somehow after I installed this latest version the commentary volume is extremely low, I can barely hear it, I've tried multiple combinations in the audio options and I haven't been able to make the commentary volume be higher... it's at 100 and I can't hear them.
The other problem I have is that there is too much fouling in my game, especially 2+1 situations. Virtually everytime I jump for a block or I try a steal, it's a foul. The game stops too much.

Not sure on the audio. Try deleting the settings file and see if default settings restores your audio. It seems more likely something else changed on your system that is impacting the audio rather than these files? As these files shouldn't impact how the game plays audio other than setting it to the volume Juza plays at. Check your windows audio settings make sure they aren't low for the overall volume control and wave.
The fouls are higher, but you can adjust the settings to how you like it. In game sliders there a tendencies page with 'commit fouls' you can lower. There is also options -> NBA Rules with the foul rate. Those got a big bump in the latest pack to 100 or near 100 for most. Reduce the tendencies to see fewer fouls taken and the rules to see fewer called.

If you think the sliders could be tweaked to make it better for that quarter length please let me know, I am a noob.
The hardest thing I have had to deal with so far is the cpu's offensive rebounding, don't know if I have to do anything else other than time my jump for the ball better, but I give up too many offensive rebounds.
If a set of sliders work for X minute games they will work for any length you desire. Most just give the time and difficulty they prefer to get 'realistic' stats. Play however you want. I play 6 minute quarters and double the end game totals to see if I am close to real NBA.
Offensive rebounding is going to be random. If it seems unrealistic up your defensive rebounding in the game sliders or reduce the CPU offensive rebounding.
