How to make "Extract" options enabled?

When I right click on a compressed file....especially rar files, I dont have the "extract" options enabled.

How can I enable it on my right_click options guys. Please help if you know, please

so you're saying that when you download a file in rar file you can't extract them? please be more specific with that
