"intentional fouls" not working in two players..

when I and my friends playing the game, we try to use the "intentional foul" keys on the keyboards or in the joystick, but it's not working instead the player who commits an intentional foul holds the opposing player like a wrestling match and the ball looses and the referee didn't call!

is there any keys or options to activate the intentional foul key?
