it might edit the .iff files since sims and 2k9 has the same files

The IFF format is a container file, and if you looked at several files it can contain anything in it. I thought it might be an IFF image from maya, so I grabbed a plugin for it but it didn't open them. It's obviously compressed and the images are probably DXT format because I've seen DXT1 and DXT5 while looking at some of the files in a hex editor. Somebody needs to crack the compressions before anything can be done with the format.

Nope. There is already a DXT/DDS plugin for photoshop, but the IFF files are compressed so unless someone cracks the compression and format, we can't get to the images directly.
