Side-by-side configuration error

I am receiving this when I launch the game.. I can't seem to find a posting anywhere including the 2K website on what could be causing this or how to fix it?

Yes I've re-installed both steam and the game.. same error.

I found a link that said to update something, as soon as I did this the game loaded. BTW I run Vista.
