I think he refers to the "Clutch Factor" option. You can turn it on/off in the options panel.
This means that in 4th quarters when players start to hit shots they start to get "hotter" and sinking shots like crazy (Kobe style), building up the momentum to eventually hit the game-winner.
I haven't tried this 'cause my PC doesn't run the game well (crowd kills it) so I only play blacktop and association (simming games). But I've heard that it may be kind of broken allowing your players to hit every shot, reaching a moment when you feel you're playing NBA Jam and you hear the commentator say "He's on Fire".
The catch is that you can turn it on and modify the clutch slider, some say (over at OS), that toning the slider down and playing with "Clutch Factor" on makes the game really great at the 4th quarter.
