College Mod?

I was wondering if it would be structurally possible to create a college mod with NBA 2k9? Limiting players to 4 years? Using free agency/salary like recruiting points instead of money? Creating conferences ect? I know a lot of work would need to be put into this with jerseys, logos, ect but was wondering if this would be possible?
