request for association rookie generator

hi experts? is it possible to create a rookie generator? it seems that the quality of rookies in the association mode is LINEAR.
all are thesame all the years. all the centers are 7ft...all new rookies are limited to 81 as maximum rating.. nothing is exciting! all thesame.
i have been playing the association for almost 20 seasons. all rookies have almost thesame faces.
