How can you sign staff?

My default scout is expensive and not that good. His salary is 1 mill. ... and there out better scouts out there with a lower salary but better ratings. I want to fire my scout and hire a new one but it does not work. I always get the message that I can only sign staff for the minimum...and the scout I want to fire is always still on my team.

i think your staff's cap room is full. signing staff in 2k9 is like signing players. if you fire them, you still need to pay them and they will count on your payroll. And better scouts means bigger salaries. So wait for the other contracts to expire and i think you can sign a new good one.
