2K9 Jersey and Crowd Problem

Does anyone know how to fix this???????
My specs are:
Intel Core 2 Duo 2.2GHZ
4 gig ram
ATI Radeon HD 4650 Series
Vista Home Premium
This is just crazy!!!!!!!!!!!!!!!!

Looks like graphics card's driver problem to me.
A quick question:
Are you satisfied with the performance of your ATI 4650? That video card is one of the video cards i'm looking at right now.

I will try updating my drivers, see if that helps.
I am not using texmod, and to answer your question Beatboxer, it is a very good card, and it is powerful enough to run just about all games at the moment. It has shader 4.0, so it is fine for 2K9. It came with my laptop. I run 2K9 all maxed out, and there is still a great frame rate.
