NBA Live 08 includes playcalling functionality, so yeah. The easiest way would be to assign it to a quick play button in the team strategy menu so you can easily call for it on the fly. Just don't expect it to have the depth or effectiveness of the playcalling that can be seen in NBA 2K12, NBA 2K11 or even NBA Live 10.
