How does the birdrights work ?
What does it do ?
It's about the contract thing right ?

Correct, it's the attribute that sets players as having Bird Rights.

I know it's about players contracts but what does it mean ?
and also what does "min_target" do ?

You mean, what are Bird Rights in general? This FAQ offers a good explanation of that (and several other aspects of the NBA's salary cap), probably best I direct you to that.

I'm pretty sure that value is the minimum target salary for a player ie. the minimum offer that they're prepared to accept. By default it's blank but it'll get "filled in" during a Dynasty game.
