How can I download anything when it says the administrator has disabled new registrations? Why can't I register? Do you have to be a part of some secret computer geek club?

I realise you're frustrated but there's no need to come at us like that. I've disabled registrations because you don't need to register to download files. Just click the Download button when viewing a file in the database. Those links are just there for staff members to log-in and administrate the database. Hope that clears up any confusion.
